Born in 1931, Chu Foon began his career as a display man and decorator in a Port of Spain departmental store and developed his talent over many years.

He was a painter and sculptor and was employed as an Art Officer in the Ministry of Education and Culture, when it was named such. He studied locally, in Mexico and the United States Art Students League. Recipeint of the Hemispheres Scholarship, University of the Americas, Mexico, and the Trinidad and Tobago Government Scholarship, 1966. He has exhibited with various groups and held a one man exhibition in Trinidad , Mexico, the United States, and England. He has received awards for his works both at home and abroad. Both his paintings and sculptures are of an abstract quality.
